As part of the American Recovery and Reinvestment Act, South Delta Planning and Development District, the fiscal agent for Workforce Investment Act funds in the fourteen county Delta Workforce Investment Area will be receiving approximately 3.6 million dollars to provide summer employment services to youth aged 16-24. The fourteen counties in the Delta Workforce Investment Area include Bolivar, Carroll, Coahoma, Holmes, Humphreys, Issaquena, Leflore, Panola, Quitman, Sharkey, Sunflower, Tallahatchie, Tunica, and Washington.
Purpose
The purpose of the summer employment program is to connect youth through multiple pathways to education and training that will enable them to enter and advance in the workforce and help these youth access the services they need to pursue education and employment. Collaboration is encouraged between community colleges and other education providers, registered apprenticeship, employers, businesses, civic groups, and community philanthropy to align workforce development services with strategies for regional development. Strategies that enable low income youth to acquire the skills and knowledge for success at work are an important service delivery innovation. Participating work sites must introduce and enforce the rigors, demands, rewards, and sanctions associated with holding a job.
The Employment and Training Administration (ETA) of the US Department of Labor strongly encourages the Delta WIA to provide as many youth as possible with summer employment opportunities while, at the same time, ensuring that these opportunities are high quality work experience. Local areas are encouraged to develop work experiences and other activities that expose youth to opportunities in “green” educational and career pathways.
Time Frames
The Delta WIA Summer Employment Program will be from May 1 through September 30, 2009. Older youth aged 18 through 24 may have the opportunity to work beyond September 30, 2009. Participants may work no more than seven hours per day for seven weeks at the minimum wage of $6.55/hour ($7.35/hour after July 23, 2009) or the prevailing wage of the worksite not to exceed $7.25 per hour.
Priority of Service
Priority of services will be given to veterans and eligible spouses of veterans, youth in foster care and aging out of foster care, runaway youth, disabled youth, out of school youth, offenders, and youth or families of youth receiving SSI, food stamps, and/or TANF. Ninety-five percent of those served must meet income guidelines. At least 30% of the funds must be spent on out-of school youth.
Prohibitions
Work experience participants cannot replace the work of employees who have experienced layoffs. None of the funds may be used by any state or local government, or any private entity for any gambling establishment or casino, aquarium, zoo, golf course, or swimming pool.
